You cannot fire a workflow on delete item, nor can a workflow that is running respond to a delete item.

The only way to catch a Delete Item event is through Event Handlers. You can either use the ItemDeleting or the ItemDeleted. In the ItemDeleting you will have access to all the properties of the List Item, whereas in ItemDeleted you will only have access to the List Item ID.
